Prolific Kelowna offender back behind bars after indecent act in public place

A Kelowna man who has been charged almost 70 times is again back behind bars having been arrested for committing an indecent act in a public place. Justin Wayne Collins was once described by Kelowna RCMP as a person who was "simply unwilling to stop committing crime" after he was arrested the day after being released. The details surrounding the 47-year-old latest charges aren't known but court records show the indecent act took place May 30 in Kelowna. He also faces two other charges for breaching a probation order. He was charged with possession of stolen property and breaching bail conditions. A year later much the same thing happened again. But hours later he smashed a glass door to break into a retail store and was arrested shortly afterwards. Collins' lengthy record shows charges for drug trafficking, robbery and assault, along with mischief, theft, breaches and several other crimes.
